Random HL2 Lore: It's been about 20 years since the end of HL1. The Combine have a suppression field around the planet preventing people from making babies. The Metrocops are just people who willingly joined the Combine for perks and are still human.

Half Life 2 was groundbreaking at the time and is still quite fun but definitely shows its age when it awkwardly lurches from combat sections to seesaw puzzles.
