The best berries in the 3rd Gen games can't actually be found in Ruby, Sapphire or Emerald. They were either on Event Pokémon, or in Colosseum's shop

Answer: The Beldum line. They have a catch rate of 3 which is as high as legendries. For comparison, Zizagoon has a catch rate of 255.
