Costume unlocks are from various Food Bags, some characters have more than others. "Drone" racers are unlocked by being hit by Kamek's magic & transformed mid-race by another racer using it as an item

The feather can dodge certain items, let you do a trick for a little burst of speed, and/or can be used to hop up onto a railing to grind on if its too high up and you missed its initial opening
